NCEE has three major programs: NCEE created the New Commission on the Skills of the American Workforce in 2005. Its report, Tough Choices or Tough Times, was released in December 2006. The Commission's program is now directed to advocacy and implementation. The Workforce Development Program provides the Federal government, states and localities the designs, assistance and policy guidance they need to implement world-class workforce training systems. The State Alliance for High Performance is a network of states whose members benchmark the education systems of the world's best-performing nations and use that research to redesign their systems for superior performance.
