On September 29, 2003, NCEE brought together leading educators, government officials, and scholars at a day-long policy forum at the Cafritz Foundation Conference Center at George Washington University in Washington, DC, to explore strategies for leveraging high school reform on a large scale.
NCEE co-sponsored the event with the National Governors Association with financial support from the Bill and Melinda Gates Foundation.
The forum featured presentations by Roland Svarrer Øesterlund, Uddannelsesdirektor of the Danish Ministry of Education, Michele Cahill of the New York City school system, and Hilary Pennington of Jobs for the Future. In addition, John Merrow of PBS and Barbara Kantrowitz of Newsweek led discussions on high school reform topics with panelists that include Florida Commissioner of Education Jim Horne, Chester Finn of the Thomas B. Fordham Foundation and Stanley Jones, the former education advisor to Governor Evan Bayh of Indiana.
Many of the panelists also wrote essays on high school reform that are available to download as PDF files.

Implementing the No Child Left Behind Act
NCEE held its inaugural Policy Forum program in Washington, DC, on April 9, 2003, bringing together leading educators and policymakers for a day-long event at the Cafritz Foundation Conference Center at George Washington University to explore ways to help local, state and federal education officials meet the expectations of the sweeping federal No Child Left Behind Act.
NCEE co-sponsored the event with the Thomas B. Fordham Foundation and the Progressive Policy Institute and the forum was supported by the Annie E. Casey Foundation.
National journalists lead discussions on creating strong accountability systems, fixing failing schools, public school choice, and teacher quality. Panelists included U.S. Under Secretary of Education Eugene Hickok; former presidential advisor Sandy Kress; J.B. Buxton, senior education advisor to North Carolina Gov. Michael Easley; James Peyser, chair of the Massachusetts State Board of Education; and Judith Rizzo, former deputy chancellor of the New York City public schools.
